Successful
development (at least in Viet Nam) has been largely a matter of
harnessing
societal culture and thus is not easily transferable to other cultures.
This of
course has implications for western prescriptions in general, but
perhaps also
for eastern prescriptions in Africa.
Mel Blunt
will also draw some distinctions between the Vietnamese and the Chinese
ways of
development with resulting effects on the equity of development.
